Triad Associates
was selected by the City of Kirkland
to assist the Parks and Community Services Department in their 2008 update of
the Parks, Recreation, and Open Space Plan. Our scope included an inventory of
the City’s park system and a review and analysis of the City’s Park LOS
methodology. We developed inventory forms and criteria, trained city staff and
inventoried over 30 parks. Following the inventory, we integrated this data with
the public input and provided a detailed needs assessment report with
recommendations for park improvements based on City goals and public need. We
presented the advantages and disadvantages of alternative LOS methodologies to
the Parks Commission to help the City decide whether to use an investment per
capita system or more traditional acres-per-population system. As an added
benefit to the city, our team utilized the inventory data to generate a
comprehensive list of recommended sustainable upgrades to existing parks
facilities.
